In the family based categories, all categories advanced except for the F1 and F2B categories for Mexico. The F1 and F2B categories for Mexico remained as they were for March.
In the employment based categories, the EB2 category for China and India remained stuck. The EB3 category for China and India Advanced. The EB3 category for all other countries retrogressed, as did the Other Worker category for all countries.
The Religious Worker, other than Ministers, and EB5 Pilot Programs have expired, and there are therefore no visas available in those categories until Congress decides to renew them.
The Department of State is stating that the retrogressions apply immediately. What this means is that, although USCIS is required to accept filing based on the March Visa Bulletin, it cannot approve adjustment of status applications in the categories that retrogressed based on that bulletin.
